Procurement Strategy Announced - View Reports attached

A strategy that will deliver major capital works projects on time and on budget was unveiled today (Thursday) by the Queenstown Lakes District Council.

"In the last three years the district's capital works budget has increased by 83 %, however the achievement rate has been only 54 %, when it needs to be 138 %," QLDC utilities general manager Mark Kunath said.

In line with the significant growth being experienced in the district, over the next three years the council had forecast $120 million of capital expenditure.

"That means we have got to double our performance. We need to make some radical changes in terms of delivery. That's where a three year Procurement Strategy comes into play," Mr Kunath said.

The council undertook consultation with some of the community's key contractors and found there was in excess of $200 million worth of capacity.

"It can be done and what they in turn want from us is consistency rather than a stop start approach. Certainly the industry wants to work with us," Mr Kunath said.

The council would now set about implementing the strategy.

"From this weekend we will be calling for expressions of interest for the areas of roading, water supply, wastewater, stormwater, solid waste and parking," Mr Kunath said.

The council was seeking quantity surveying services, professional services and capital works construction services.

"This is a really exciting process that will eventually see the council delivering a growing capital works programme on time and at best value," he said.
